What made radar so trasnformational for the allied forces was the conversion of civilian electroni manufacturing resources to radar production - mostly using factories and componants built for the civilian radio market.

In 1904 - this industry does not exisit.

Further, what made radar usefull was the steady increase in transmitted power and the progressive roll out of finer and finer wave lengths - something probably not feasible in 1904 either.
